Mark Evans was part of my Management team for over 5 years during which time he showed a strong understanding of the business needs of the organisation. My confidence in Mark was such that when I was acting Chief Executive at Powys County Council, I appointed Mark to fill my (then) substantive role as Strategic Director of Resources where he demonstrated his ability to see the bigger strategic picture and maintain delivery at an operational level.
An excellent coach and mentor he developed and encouraged staff to achieve increased performance; several of his direct reports went on to more senior roles after delivering key business change projects. When leading his service, he used an evidenced-based approach to ensure skills gaps were addressed. This ensured key existing and new systems were either improved or implemented.
Mark led the complete overhaul of his service and was instrumental in seeing the wider organisation move to a lean business system approach that helped deliver improved performance.
As a strong advocate of ‘visible’ leadership he was an exemplar communicating key messages within his service, at management team and at council meetings. This was evident when he became a member of the Chief Executive’s management team where he raised the profile of the ‘customer-experience’ to assist service delivery and increase levels of customer satisfaction.
It was always clear that he used key metrics to develop solutions. This was coupled with an ability to interpret data so that decisions were soundly based.
Mark had a sound understanding of the key roles required when working in a team environment and was able to not only lead on key projects but also make good contributions when working in multi-skilled teams.
As a strong communicator he also successfully worked with elected members, the public and senior colleagues.

I run a small business in Mid-Wales that has been operating 4 years but wanted a coach/mentor to help focus me moving forward to develop and grow the business and keep up the momentum. Mark is very approachable and helpful and has been excellent in getting me to set meaningful focus for the future and set me productive tasks to help take my business forward. I already feel the benefits of having someone to bounce ideas off and having someone to help with direction and business vision. Highly recommend Mark.’
